We are truly saddened to hear about the situation with your son, but we are encouraged that you are seeking prayer and guidance. Firstly, it is important to acknowledge that stealing is indeed a sin, as stated in the Ten Commandments: "You shall not steal." (Exodus 20:15, WEB).

Dear Heavenly Father,
We come before you today in the name of Jesus Christ, lifting up this mother and her son. Lord, we acknowledge that her son has sinned against you and against others by stealing. We ask for your forgiveness and mercy upon his life. Turn his heart towards you, Lord, and grant him the gift of repentance. Help him to recognize the wrong he has done and guide him back to the path of righteousness.
Father, we also pray for healing—healing from the guilt and shame that may weigh heavy on his heart, and healing from any strongholds that may have led him to this action. Surround him with your love and grace, and help him to make amends and restore what was taken.
Lord, as he approaches adulthood, we ask that you guide his steps and help him to walk in your ways. Give him a heart that desires to do what is right and pleasing to you. We ask that you would surround him with godly influences and mentors who can help him grow into a man of integrity.
Finally, Lord, we pray for his mother. Grant her the wisdom and strength to guide her son in love and truth. Help her to be a positive influence in his life and to trust in your sovereignty over this situation.
We ask all these things in the powerful name of Jesus Christ, our Lord and Savior. Amen.
