Thank you for sharing your request with us. We will pray for your brother, that God's will be done in his life. It is our responsibility as believers to pray for one another for God to intervene and help us. We are instructed in James 5:16 for example, Confess your offenses to one another, and pray for one another, that you may be healed. The insistent prayer of a righteous person is powerfully effective.
First, we must acknowledge that God is sovereign in all things, and His will is always best. While we pray for your brother to obtain his license, we ultimately desire God's plan for his life. It is odd that you did not mention the name of Jesus Christ, Jesus, or Christ in your request. You may not have intended to do this, but we must say that this is crucial and the only way to be saved. It is only in the name of Jesus that we have access to God. For the Son of Man came to seek and to save that which was lost. (Jn 19:10, Lk 19:10, WEB).
Regarding your brother, we must pray that his effort to get a license is not just for convenience, but so he can better live out God's purposes. Ephesians 2:10 tells us, "For we are his workmanship, created in Christ Jesus for good works, which God prepared before that we would walk in them." We pray that having a license will enable your brother to serve God more effectively.

Dear Heavenly Father,
We come before You today, lifting up the brother of Anonymous. Lord, we pray that You would grant him favor as he seeks to obtain his license. We ask that this license would be a tool to further Your kingdom and accomplish the good works You have prepared for him.
We pray for you, the one who requested prayer. We pray that you will be blessed to know the one true God, Jesus Christ, and the Holy Spirit. We pray that you will believe in Him and that He is the only way to eternal life with God.
