Women can Preach over women, over childern, the old, the infirm, and they can teach anyone but they can not preach over men, they can not lead or be a leader over men according to the Bible.
What Apostle Paul says:
KJB1611 2Timothy 2:
12 But I suffer not a woman to teach, nor to vsurpe authoritie ouer the man, but to be in silence.
13 For Adam was first formed, then Eue:
14 And Adam was not deceiued, but the woman being deceiued was in the transgression:
15 Notwithstanding she shall be saued in child-bearing, if they continue in faith and charitie, and holinesse, with sobrietie.
But as Jesus said it is as it was in the Beginning:

4 And hee answered, and said vnto them, Haue ye not read, that he which made them at the beginning, made them male and female?
5 And said, For this cause shall a man leaue father and mother, and shall cleaue to his wife: and they twaine shalbe one flesh.
6 Wherefore they are no more twaine, but one flesh. What therefore God hath ioyned together, let not man put asunder.
SO here we learn that a married is not the same as a single woman. And that she is one with her husband and can be instructed by her husband to be his helpmate because they are one, so she is as he.
KJB1611 Genesis 2:
20 And Adam gaue names to all cattell, and to the foule of the aire, and to euery beast of the fielde: but for Adam there was not found an
helpe meete (H5828) for him.
21 And the LORD God caused a deepe sleepe to fall vpon Adam, and hee slept; and he tooke one of his ribs, and closed vp the flesh in stead thereof.
22 And the rib which the LORD God had taken from man, made hee a woman, & brought her vnto the man.
23 And Adam said, This is now bone of my bones, and flesh of my flesh: she shalbe called woman, because shee was taken out of man.
24 Therefore shall a man leaue his father and his mother, and shall cleaue vnto his wife: and they shalbe one flesh.
So then a woman is a help meete unto her husband. This is a Hebrew Word. What is a Help Meete? According to Strong's definition it is one who helps. That means not the primary. But what does it really mean? If we look at the actual Aramaic word it means Right Hand. So, it is even more than Strongs says, it is not just a help meete. But, instead actually a part of him that helps him, that can not function without the help meete.

So then we learn that the diakonos in the ancient church had the churches in their houses, did much work for the church, brought in many people and things through their evangelism and teaching. She/They helped in running the church. But she did not instruct the church. She even laid down her life and saved the men. So, she worked under the auspices of her husband as his right hand for the early church. So was Paul trying to cause division? Or was he instead doing something else?SO Paul was separating women by classes on what they could or could not do. Young married women as Paul refers to, can not focus on the church because they must take care of their children and husband first. The single women can serve the Lord. We have other examples in the Bible: Judith who saved Israel, Esther who saved the People, and Deborah who judged Israel. So, in the end, women can not be OVER men.
