Why isn't there something done about the bullying in California?

I know this isn't a question forum but I would like to know. I remember when a counselor told me to speak to the mayor about awareness of bullying. this can sound crazy but I don't care. I feel like something should be done to spread awareness because it's not just in the schools but in jobs and public. I can't explain how scared I am to go anywhere there was a time I wouldn't even go outside and I always avoid going in public. Sadly I can't stay indoors because of a relative who can be toxic at times and I don't want to be tortured so I have to get out. Every now and then I will deal with bullying from adults. This may seem out of place but awareness Atleast needs to exist. I know the world may be getting more evil

We pray that You will give them strength to go out in public and not be afraid.
