What can I do because someone has been owing me about

What can I do because someone has been owing me about $500 since May 2016 and he is not willing to pay me? The wife is even telling me to stop calling her. I need money because two kids have not started going to school due to lack of money and I have my sister who was diagonized with cancer of the cervix and she needs $150 and my other sister has failed to go to college due to lack of money. What can I do in this situation?
