I believed, therefore have I spoken... Psalms 116:10 is very profound if one thinks about it.
All too often we speak what we see, and because we do, we get what we speak, even if it is not what we want. The bible clearly states in Proverbs 18:21 that life and death are in the power of the tongue.
So what to do, Ask the Lord to give you His lens in which to see people. What you will see is a different picture than you currently see.
Start speaking (my parents, siblings, spouse) are gracious, full of compassion, slow to anger and of great mercy and they are good. Also start blessing them, I bless them with shalom. Shalom is vast...you can look up the word. Start speaking life over your situation.
I say this because I have done this with my own husband and saw change. Of course, I had to change first, i had to change how I saw things. When we speak, for instance, "Joie, is gracious, full of compassion, slow to anger and of great mercy and she is good to all" we are actually changing the atmosphere around us. When we are calling our family dysfunctional because that's what we see, we are calling dysfunctional spirits to come. The Lord wants to bless our families, that he desires you to prosper and be in health even as your soul prospers. That He says that His divine power has given us everything we need for life and godliness, through the knowledge of Him who has called us to glory and virtue. Grace and peace are multiplied through the knowledge of God.
God has given you everything you need. Where are they? Well, we speak the wrong things, we call the wrong things. For this reason He commands us to bless those who curse us, bless and curse not. When we do that, then He is able to work in that situation (I've experienced that myself) and change the situation for good.
Father, thank you for your words of life, for you have said that at we attend to your word, incline our ear to your sayings, not let them depart from our eyes, we keep them in the midst of our heart for they are life to those who find them and health to all their flesh. Proverbs 4:20=22. (Read that section to the end of that chapter. God wants your family to be blessed, He wants everyone's family to be blessed, but if we are speaking wrong things, we will get wrong things.) I bless this family with shalom and ask for mercy for each one and for grace to abound as they grow in the understanding that YOU, Lord, love them just as they are, but as they yield to Your love and goodness, that begins to change them also for good.
