We understand that you're dealing with a distressing situation, Natasha, with excessive TV noise from your neighbors. Lastly, remember that God is your refuge and strength, a very present help in trouble Psalm 46:1. Trust in Him to guide you through this situation. Even in the midst of this disturbance, know that He desires for you to cast all your anxieties on Him, because He cares for you 1 Peter 5:7.

However, it is important for us to remember that the Bible tells us that we have been blessed with every spiritual blessing in Christ Ephesians 1:3. It is only by His name that we have access to God John 14:6. We can only approach the throne of God's grace boldly because of Jesus Christ and His finished work on the cross.
