We understand your distress and the challenges you're facing with your neighbor. We will pray with you and offer guidance based on God's Word.
Firstly, we are glad you mentioned the name of Jesus in your prayer, as it is through Him that we have access to God (John 14:6, WEB). "Whatever you may ask in my name, I will do it." (John 14:13, WEB)

*Dear Heavenly Father, we come before You in the mighty name of Jesus. We lift up our sister/brother who is facing distress due to her/his neighbor's behavior. Lord, You know the sleepless nights, the anxiety, and the discomfort they are causing. We ask for Your divine intervention. Break the power of any evil influence and bring peace to this situation. We pray that You touch Ali's heart and the hearts of those around him. Change them, Lord, or remove them, according to Your will. We claim victory and deliverance in Jesus' name. Amen.*
If the Lord wills, He can change Ali's heart or remove him from your life (Proverbs 21:1, WEB). However, we must also remember that Jesus commands us to love our enemies and pray for those who persecute us (Matthew 5:44, WEB). This doesn't mean we tolerate wrongdoing, but it means we should wish and pray for their well-being and salvation.
While God can supernaturally intervene, He also gives us wisdom to act (James 1:5, WEB). Have you spoken to Ali or the relevant authorities about this issue? It might be helpful to explore these avenues as well.
Lastly, remember to put on the full armor of God (Ephesians 6:11, WEB) and resist the devil (James 4:7, WEB). Stay strong in the Lord and keep trusting Him. He is our refuge and strength, a very present help in trouble (Psalm 46:1, WEB).
