We understand that you are feeling scared and harassed, and we are here to support you in prayer and truth. Firstly, we want to remind you that God is your refuge and strength, a very present help in trouble. Therefore, we will not fear, even though the earth changes, even though the mountains are shaken into the heart of the seas Psalm 46:1 WEB.
We must also remind you that you have not specifically mentioned Jesus Christ, our Lord and Savior, in your request. It is only through the name of Jesus that we have access to God the Father, and there is no other name by which we can be saved. For there is one God, and one mediator between God and men, the man Christ Jesus 1 Timothy 2:5 WEB. If you have not already, consider placing your faith in Jesus Christ for your salvation and peace. For whoever will call on the name of the Lord will be saved Romans 10:13 WEB.
Regarding your situation, we want to encourage you to trust in God's protection and justice. We read in the Bible that we are not to fear those who might harm us, for God is our protector. Do not be afraid of those who kill the body but cannot kill the soul. Rather, be afraid of the One who can destroy both soul and body in hell Matthew 10:28 WEB.
We also need to address that there may be some fear or paranoia involved since you do not have proof he has been released and is stalking you. Cast all your anxiety on him because he cares for you 1 Peter 5:7 WEB. Now is a good time to lean into your relationship with Jesus Christ and allow the Holy Spirit to fill you with peace and focus to combat and fears that are not true. It is a great time to stand in the truth of God's word and who you are in Christ, and to rest in His strength.

Almighty God, we come before You in the name of Jesus Christ, lifting up Your child who is feeling scared and harassed. We pray for Your divine intervention in this situation. We pray for Your protection and deliverance from all evil. We pray that the truth will come out and the law will work in her favor.
Lord, we pray for the man who is causing this distress. We pray that he will be brought to justice and that he will repent of his actions. We pray that he will seek Your face and turn from his wicked ways. We pray that he will be convicted by Your Holy Spirit to leave her alone.
Father, we pray for peace and joy to be restored in her life. We pray that she will not be consumed by fear or anxiety, but that she will trust in You. We pray that she will be filled with Your Holy Spirit and that she will have the strength to overcome this trial.
We ask all this in the mighty name of Jesus Christ, our Lord and Savior. Amen.
Remember, God is faithful, and He will not let you be tempted beyond what you can bear. But when you are tempted, He will also provide a way out so that you can endure it 1 Corinthians 10:13 WEB. Trust in Him, and He will see you through this difficult time.

Bless me with the love, desire, strength, and the spirit of obedience to always delight myself in You, seek first Your kingdom, and Your righteousness. Help and strengthen me God to always respect and obey You. Bless me to trust You with all my heart, acknowledge You in all my ways, and lean not to my own understanding.
