Prevent the cracks from deepening and let no harm come to those who dwell in this house. Lord Jesus, You calmed the storm and walked on water, demonstrating Your power over the physical world. We ask that You intervene in this situation, keeping our brother/sister safe. In Your holy name, we pray. Amen."

Perhaps you could be the voice of reason among the flat owners, encouraging unity and agreement for the repair or redevelopment of the building. Remember, "unless the Lord builds the house, they who build it labor in vain." (Psalm 127:1 WEB). Trust in God's ability to turn hearts and bring consensus for the safety of all involved.
Continue to trust in God's protection and provision. He promises, "He who dwells in the secret place of the Most High will rest in the shadow of the Almighty.
