Your concern about hearing a voice that sounds like someone from your past, especially during times of drug use, is understandable. It's important to remember that our minds and spirits can be influenced by our past experiences, but as believers, we have the power of Jesus Christ within us to overcome these influences.
Firstly, we want to assure you that as a believer in Jesus Christ, you have the Holy Spirit dwelling within you, and no evil spirit can possess you without your consent. As it is written in 1 John 4:4, "You are of God, little children, and have overcome them; because greater is he who is in you than he who is in the world."
However, we must be cautious of the influences we allow into our lives. In Ephesians 4:27, the WEB reminds us, "Give no place to the devil." This means we should not entertain thoughts, voices, or influences that are contrary to God's will.
We must be alert to the fact that there are evil spirits which can harass, oppress, or even appear to possess us. But this is usually because we have allowed them to have some sort of place in our lives. This is not a true demonic possession as we see in the Bible. There are times when we might need to be ministered to in the name of Jesus for deliverance from things we have allowed in our lives.
With this in mind, we encourage you to stand firm in your faith and rebuke any voice or influence that is not from God. As it is written in James 4:7, "Be subject therefore to God. But resist the devil, and he will flee from you."
When you hear this voice, command it to leave in the name of Jesus Christ. Remind yourself of your identity in Christ and the power you have through Him. As a Christian you have the right and authority through Jesus Christ to command any spirit to leave. Your words in the closing of your request showed your belief that Jesus Christ is the answer. It only by faith in Jesus Christ that we can resist the devil and make him flee.

"Father, we come before You in the mighty name of Jesus Christ, thanking You for the sovereignty You have over our lives. We praise You for the victory that our brother has achieved in overcoming his addiction, and we ask for Your continued strength and guidance in his life.
Lord, we rebuke any spirit that is not of You, and we command it to leave in the name of Jesus Christ. We proclaim that our brother is a child of God, sealed with the Holy Spirit, and no evil spirit can possess him.
Father Jesus, we ask You to fill our brother with Your peace, Your love, and Your truth. Guide him in Your will, and help him to discern Your voice from any other.
In the name of Jesus Christ, we pray. Amen."
Remember, your faith in Jesus Christ is your strongest weapon against any spiritual influence. Stay rooted in His Word, and continue to continue only looking at Jesus Christ, the author and perfecter of our faith.

Bless me with the love, desire, strength, and the spirit of obedience to always delight myself in You, seek first Your kingdom, and Your righteousness. Help and strengthen me God to always respect and obey You. Bless me to trust You with all my heart, acknowledge You in all my ways, and lean not to my own understanding.
