We understand that you are dealing with a difficult neighbor who is causing distress and disruption. Let's bring this situation before the Lord in prayer and seek His guidance and intervention.
Firstly, we commend you for not retaliating or taking matters into your own hands, but instead, choosing to pray and seek God's intervention. The Bible tells us, "Don't repay evil for evil. Don't retaliate with insults when people insult you. Instead, pay them back with a blessing. That is what God has called you to do, and he will bless you for it." (1 Peter 3:9 WEB)
However, we must address that the use of "binding," "breaking," "destroying," and "dismantling" in your prayer is not biblical in the Christian faith. God does not call us to bind people but to forgive them. It is a person's willful bad choices and sin that can be forgiven and where the person can have a choice to make a change and start leading a righteous life. We pray for this person instead that they would come to know Jesus as their Savior and receive God's forgiveness and salvation. We do not pray against people, but for them.
Let's pray together:
"Father God, we come before You today, lifting up our neighbor to You. We pray that You would intervene in his life and bring conviction upon his heart for his actions. We ask in faith that this stops.
"Lord, we ask You to minister to him and set him free from the bondage of alcoholism and any other strongholds in his life. You are a God of miracles, and we believe that You can turn his life around for Your glory.
"Father, we also pray for peace and quiet in our home and neighborhood. We ask that You would surround us with Your hedge of protection and that Your presence would dwell among us.
"We pray for our neighbor's child as well, that the child would know and obey proper etiquette and be a blessing to the neighborhood.
"Lord, we ask that You would work in this situation according to Your will and for Your glory. We also pray for opportunities to share the love of Christ with our neighbors, that they may come to know You as their Lord and Savior.
"In the name of Jesus Christ, we pray. Amen."
Remember, God is our refuge and strength, a very present help in trouble. (Psalm 46:1 WEB) Trust in Him, and He will deliver you. Keep praying and seeking God's face regarding this matter, and remember to always pray for your neighbors, that God would work in their lives and draw them to Himself. Love your neighbor and pray for them as you would do for yourself.
Lastly, we must address that it is not right to call ICE or any other authority to retaliate and use them as a way to attack someone. It is only in necessary situations where lives may be in danger or where there may be a serious crime happening that the authorities should be called. Otherwise, we should live in peace with others.
