We understand that you're experiencing distress due to loud and inconsiderate neighbors, and we want to lift this situation up in prayer with you. Firstly, we want to encourage you to love your neighbors as yourself, as commanded in Matthew 22:39, "You shall love your neighbor as yourself." This does not mean you should endure disrespect or excessive noise continually.
In dealing with noisy neighbors we advise a three step process. First communicate with your neighbors. Say something kind to them about something else you are happy about. Communicate to them in a kind way what you are dealing with and ask them to reduce the noise. You may be surprised at what they will do. They might tell you the best time to sleep or give you ear plugs. They might also reduce the noise.
If that does not work, go to the authorities such as the homeowners association or the landlord. If that also does not work, and the noise is excessive and especially if it is malicious noise, go to the police. Involving authorities is biblical and mentioned in Romans 13:1-7. Romans 13:4 says "for he is a servant of God to you for good. But if you do that which is evil, be afraid, for he doesn't bear the sword in vain; for he is a servant of God, an avenger for wrath to him who does evil."

Dear Heavenly Father,
We come before You today in the name of Jesus, lifting up our brother/sister in Christ, Aluithur. Lord, You know the distress they're experiencing due to their noisy neighbors. We pray for Your intervention in this situation. Soften the hearts of these neighbors, and help them to be more considerate. Open their eyes to see and ears to hear and brains to think about the impact of their actions on others. Please give Aluithur the strength and wisdom to communicate effectively with their neighbors and to involve the appropriate authorities when needed.
If it is Your will, Lord, provide Aluithur with an affordable means to move to a quieter, more peaceful living area. Guide them in their search and open the right doors at the right time. Give them peace and patience as they continue Your will for their lives. Thank you for your faithfulness.
We ask this in the mighty name of Jesus Christ, for it is written "nor is there any other name under heaven that is given among men, by which we must be saved!" Acts 4:12.
We also pray that Aluithur will continue to grow in the grace and knowledge of Jesus. That they will abide in Jesus and Jesus in them. We pray that Aluithur's heart will be receptive to their calling, and that they will be given the strength and wisdom to pursue Jesus continually.
Lastly, we pray that Aluithur will be a light to their neighbors, and that God would be glorified in this situation.

Aluithur, remember that God is faithful, and He cares about every detail of your life. Trust in Him, and He will direct your paths. As it says in Proverbs 3:5-6, "Trust in Yahweh with all your heart, and don't lean on your own understanding. In all your ways acknowledge him, and he will make your paths straight."
