We understand your concern and are here to pray and counsel with you. We will address the issues about your brother. We are concerned as you did not mention anywhere in the prayer request the name of Jesus Christ, Jesus, or Christ or an abbreviation such as IJN (In Jesus Name), then make sure to discuss this issue. It is only by the name of Jesus that we have access to God. Also, there is no other name by which we can be saved. We'll address this in our prayer and reply.
Firstly, it's important to remember that God instructs us to love and pray for our enemies and family alike. This includes your brother. God wants us to put others before ourselves as God puts us before Him. But that does not mean to live in a life filled with strife or ridicule. Therefore you need to act toward your brother. Loving him by disciplining him or challenging him in an upright and moral fashion based on God's written word. But remember. The world is hard on people. We need to be harder on sin but gentle on people. Allowing sin to overtake a person means you are not confronting them. At the same time they are in sin which means they are ripe for God to come into their lives. This is something you should consider. As Christians we sometimes do not confront sin and Satan goes about like a roaring lion seeking to devour those who are unwilling to confront his sin. As God tells us as Christians we should 'Submit therefore to God. Resist the devil, and he will flee from you. Draw near to God, and he will draw near to you. Cleanse your hands, you sinners; and purify your hearts, you double-minded. Lament, and mourn, and weep. Let your laughter be turned to mourning, and your joy to gloom. Humble yourselves in the sight of the Lord, and he will exalt you.' James 4:7-10 WEB and that is something we encourage you to follow. We should cleanse our hands by being clean of this world and its sin. But it means we also need to cleanse our brother by cleaning his hands, from sin, when God shows us an issue in their lives we need to rebuke and address in scripture. Jesus set an example in prayer. Jesus wants your brother to give His life to Christ by the way we follow the Holy Spirit through God's commands of love. Then by discipling others just as Jesus discipled others. God sometimes uses people who are close to us by putting them in our lives so we will confront them in their sin. Jesus addresses this when He says, 'A new commandment I give to you, that you love one another. Just as I have loved you, you also love one another. By this everyone will know that you are My disciples, if you have love for one another.' John 13:34-35 WEB. We should give our lives to Christ. But this cannot be done if we do not first get on our knees and ask Jesus to become our Lord and Savior. If Jesus is not your Lord and Savior you do not go to heaven, but suffer in hell for eternity. However if Jesus is your Lord and Savior then by following God's word and telling others His good news of salvation we will help to fulfill His great commission as the apostle Mark states, ' He said to them, Go into all the world and tell the good news of salvation to every creature. He who believes and is baptized will be saved. But he who believes not will be damned. These signs will accompany those who believe: in my name they will cast out demons; they will speak with new tongues; they will take up serpents; and if they drink any deadly thing, it will not hurt them; they will lay hands on the sick, and they will recover.' Mark 16:15-18 WEB. This requires us to rebuke those who are family and those who are not family when it is needed. We are told in Titus 1:13, "This testimony is true. For this cause, rebuke them sharply, that they may be sound in the faith, not paying attention to Jewish fables and commandments of men who turn from the truth." Titus 1:13 WEB.
Let's also address your brother's behavior. It's clear that his actions are causing distress and it is a challenge to live with. The Bible tells us to honor our parents and respect our family. This is exactly what your brother is not doing. Firstly we are told, 'Honor your father and your mother, that your days may be long in the land which Yahweh your God gives you.' Exodus 20:12 WEB. We know that he is not doing that. He is also not being considerate. We are told in Philippians, "Do nothing from selfishness or empty conceit, but in humility consider others better than yourselves. Look not to your own interests, but to the interests of others." Philippians 2:3-4 WEB. It is also important to address another issue. You mentioned your brother's plans to move to Japan without any means of support. This goes against the biblical principle of work and providing for your household. The Bible tells us, 'We hear that there are some who walk among you in rebellion, who don't work at all, but are busybodies. Now those who are such, we command and exhort in the Lord Jesus Christ, that they work with quietness and eat their own bread.' 2 Thessalonians 3:11-12 WEB. This means that we need to be a productive member of society and not expect our family to take on our burdens. For the Bible also tells us, 'For even when we were with you, we commanded you this: If anyone will not work, neither let him eat. For we hear there are some who walk among you in rebellion, who don't work, but are busybodies.' 2 Thessalonians 3:10-11 WEB. This is not the case if we are disabled or cannot work. There are always exceptions. But that does not seem to be the case with your brother. We should be hard workers. Loving others and working hard are part of the same concept. This is part of the same idea. It is an indicator of how much we love God. Remember Jesus tells us, 'Jesus said to him, You shall love the Lord your God with all your heart, with all your soul, and with all your mind. This is the first and great commandment. A second likewise is this, You shall love your neighbor as yourself. The whole law and the prophets depend on these two commandments.' Matthew 22:37-40 WEB. We are also instructed to respect our parents and their wishes and to care for them as they age and to respect them. But that does not mean to let them do whatever they want.

Heavenly Father, we come before You in the name of Jesus, lifting up the brother of the one who has submitted this prayer. We ask that You bring peace and harmony to their family and by the power of the Holy Spirit, change his heart. Remove this idea of trying to move to Japan and live with parents who are not interested in having him there. Help him to realize the importance of working and providing for himself rather than being a burden to others. Rebuke the sin in his life and help him to realize the importance of loving and respecting his family. We also pray that he comes to know Jesus Christ as his Lord and Savior.
Lord, we also pray for the one who submitted this prayer, that You grant them the wisdom and strength to handle this situation with love and patience but also with the courage to confront him as needed. Guide them in their actions and words, and help them to be a positive influence on their brother by following Your commands. Surround them with Your love and peace. For we know that You have all power. We pray for his brother and the power of sin in his life. Cleanse him Lord. Cleanse his hands and his heart.
