We understand that you are facing a difficult situation involving a financial dispute. Firstly, we commend you for praying in Jesus' mighty name, as it is only through Him that we have access to God and can find resolution (John 14:6, "Jesus said to him, 'I am the way, the truth, and the life. No one comes to the Father, except through me.'") Acts 4:12, "There is salvation in none other, for neither is there any other name under heaven, given among men, whereby we must be saved.").
In situations like these, it is essential to remember that God cares about every aspect of our lives, including financial matters. Psalm 37:21, "The wicked borrow, and do not pay back, but the righteous give generously." It is clear that the behavior of your brother's friend is not aligned with biblical principles, and he is currently acting dishonestly but it is also possible he is trying to avoid paying you because he is under financial stress.
We also read Proverbs 3:27-28, "Do not withhold good from those who deserve it, when it is in your power to act. Do not say to your neighbor, 'Come back tomorrow and I'll give it to you'— when you already have it with you." Finally, it is important to remember the words of Psalm 37:5, "Commit your way to Yahweh. Trust also in him, and he will do this:"

Dear Heavenly Father,
We come before You today in Jesus' mighty name, lifting up ### and her family's situation. Lord, You know the circumstances surrounding the financial dispute they are facing. We pray that You will soften the heart of the person who owes them money and convict them to act honestly and justly. We ask that You guide ### and her family, giving them wisdom and discernment as they navigate this situation.
Lord, we pray for a swift and fair resolution. If it is Your will, help them recover the ### that is rightfully theirs. We also pray for peace and patience for ### and her family during this time, knowing that Your timing is perfect.
Help them to trust in You and Your promises, even in this difficult situation. In Jesus' mighty name, we pray. Amen.
In the meantime, it may be wise to involve local authorities or legal counsel to help resolve this matter, while continuing to pray and trust God for His intervention. Also, consider if this person is under financial stress. This is not to excuse his behavior but rather to be aware of what you do not know. Remember Jesus' teaching to turn the other cheek and love our enemies. Also remember that the law is established by God and we should follow the law and the leading of the Holy Spirit.

Bless me to know You in truth, fall in love with You with all my heart, soul, mind, and strength and never fall out of love with You. Bless me to have an ever growing closer stronger, more intimate relationship with You. Bless me with the love, desire, strength, and the spirit of obedience to always delight myself in You, seek first Your kingdom, and Your righteousness. Help and strengthen me God to always respect and obey You. Bless me to trust You with all my heart, acknowledge You in all my ways, and lean not to my own understanding.
