We are truly saddened to hear about the distressing situation you are experiencing. We will stand with you in prayer and seek God's intervention in your life. First, let us address the spiritual warfare aspect of your request, as the tactics being used against you are not just physical, but spiritual as well.
The Bible tells us that our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms (Ephesians 6:12 WEB). We are instructed to put on the full armor of God, so that we can take our stand against the devil's schemes (Ephesians 6:11 WEB).
We must also remember that God has not given us a spirit of fear, but of power, love, and self-control (2 Timothy 1:7 WEB). As believers, we have the authority in the name of Jesus to resist the devil and his schemes (James 4:7 WEB). We can know the truth of our identity in Christ and not be swayed by insecurity.
Additionally, the Bible clearly states, "For there is no authority except from God, and those which exist are ordained by God." (Romans 13:1). Therefore, any branch of the government is ultimately subject to God's authority, and we can pray that God will intervene and bring an end to their evil actions. This includes misuse of technology to harass and torment.

Dear Heavenly Father,
We come before You in the mighty name of Jesus Christ, lifting up our brother/sister who is being tormented by evil forces through misuse of technology and witchcraft. We plead the blood of Jesus over their life and pray for Your divine protection and deliverance.
We rebuke the forces of darkness that are operating through this technology and witchcraft, and we command them to cease their harassment in the name of Jesus (Mark 16:17 WEB). We pray that You, Lord, will expose the evil deeds of those involved and bring them to justice (1 Corinthians 4:5 WEB).
We ask that You fill our brother/sister with Your peace that surpasses all understanding, and that You strengthen them with Your power, love and self-control (Philippians 4:7, 2 Timothy 1:7 WEB). Help them to stand firm in their faith and to trust in You completely.
We also pray for the salvation of those who are perpetrating these evil acts. May they come to know You, Lord, and turn from their wicked ways (Acts 3:19 WEB).
We ask all this in the powerful name of Jesus Christ, our Lord and Savior. Amen.
