We are truly sorry to hear about the loss of your mother and the guilt you're carrying. First, let's remember what the Scripture says about guilt and forgiveness. In Psalm 103:12 WEB it is written, "As far as the east is from the west, so far has he removed our transgressions from us." This reminds us that God forgives us completely when we repent and turn to Him.
In this situation, it's important to remember that you should not carry this burden alone. In Matthew 11:28-30 WEB, Jesus says, "Come to me, all you who labor and are heavily burdened, and I will give you rest. Take my yoke upon you, and learn from me, for I am gentle and lowly in heart; and you will find rest for your souls. For my yoke is easy, and my burden is light."
Let's also address the feeling of not being able to be with your mother in her last days. In 2 Corinthians 5:8 WEB, it is written, "We are confident, I say, and willing rather to be absent from the body, and to be at home with the Lord." For believers, death is not the end but a transition to eternal life with Christ.

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up our brother who is carrying the burden of guilt for not being with his mother in her last days. Lord, we ask for Your forgiveness and Your peace to fill his heart. Help him to cast all his anxieties on You, because You care for him.
Father, remind him of Your love and mercy, and help him to understand that Your grace is sufficient for him. Help him to turn this situation over to You and to trust in Your goodness and faithfulness.
In the name of Jesus Christ, we pray for comfort and strength during this time of grief. Help him to remember the promises in Your Word and to find rest in You.
We ask this in Jesus' name, Amen.
Lastly, we encourage you to seek God's comfort and to trust in His plan. Remember that God is close to the brokenhearted and saves those who are crushed in spirit. Turn to Him in your time of need, and He will give you the strength and peace you need to carry on.
If you find that you cannot stop thinking about the guilt then there are two possibilities. First, you may be disobeying God by not trusting in His forgiveness. Second, the memory of this may be operating as a stronghold. In this case, you need to tear down this stronghold in Jesus name.
Finally, 2 Corinthians 10:5 WEB says, "Casting down imaginations, and every high thing that is exalted against the knowledge of God, and bringing every thought into captivity to the obedience of Christ".
