We understand your concern about the injustice and favoritism shown towards foreigners while neglecting locals. We must remember that God shows no partiality, and neither should those in authority. As it is written in Acts 10:34 WEB: "Opening his mouth, Peter said, Truly I perceive that God is not respecter of persons".
We must pray for those in authority, that they may rule with justice and fairness. As it is said in 1 Timothy 2:1-2 WEB: "I exhort therefore, first of all, that petitions, prayers, intercessions, and givings of thanks, be made for all men: for kings and all who are in high places; that we may lead a tranquil and quiet life in all godliness and reverence".
We also need to highlight the importance of praying in the name of Jesus. It's only through His name that we have access to God the Father. As Jesus says in John 14:6 WEB: "Jesus said to him, I am the way, the truth, and the life. No one comes to the Father, except through me".
We rebuke the spirit of favoritism, injustice, and partiality. These are not from God and do not align with His will. We pray that those in authority, as well as the companies involved, would repent of their biases and turn towards God's standard of justice.

Dear Heavenly Father,
We come before You in the name of Jesus, lifting up this situation to You. We pray for those in authority, that they may rule with justice and fairness, putting an end to the favoritism and neglect. We ask that You soften their hearts and open their eyes to the injustices taking place.
We also pray for the companies involved, that they may treat locals fairly, putting an end to their biases and excuses. We ask that You provide for those who have been affected by these injustices, that they may find work and be treated with respect and dignity.
We pray for repentance, that those involved may turn from their wrongdoings and align with Your will. We ask that You bring healing and restoration to this situation.
We pray for faith in Jesus among all parties involved and for everyone in the situation to come to salvation and obedience to the only begotten Son of God.
