Thank you to Anonymous for sharing this concern. You cannot give up hope for your friend. God is the ultimate healer, and there is nothing He cannot restore. He can heal a wounded mind as quickly as He created the Sun, Moon, and stars. We have this promise from the WEB:
"I will restore to you the years that the swarming locust has eaten, the great locust, the grasshopper, and the caterpillar, my great army, which I sent among you." (Joel 2:25)
Restoration also applies to your loved one's situation. This was a promise to the Israelites that God would restore everything the locust had taken through their territories, even the time the locusts destroyed crops. This can apply to anything that the enemy has destroyed in the lives of God's people. You can take this promise and believe in faith that God can restore their mind as well.
First, you need to pray for your friend's salvation if you do not know he has been saved. This is most important above all. It is vital to understand that salvation is found in no one else but Jesus Christ, for there is no other name under heaven given to mankind by which we must be saved. (Acts 4:12) Being saved is explained in Ephesians Chapter 2 verse 8 and 9. For by grace you have been saved through faith, and that not of yourselves; it is the gift of God,not of works, that no one would boast. It is absolutely necessary to be saved before seeing any Godly changes in his life. We must know that it is only through Jesus Christ and God in the Holy Spirit that we can have support in times of need. The following scripture supports this:
“This is good, and it is pleasing in the sight of God our Savior, who desires all people to be saved and to come to the knowledge of the truth. For there is one God and one mediator between God and mankind, the man Christ Jesus, who gave himself as a ransom for all people.
God in the flesh was Jesus Christ who lived a perfect life, that was tempted in all like all people, but remained sinless. Jesus Christ by his death on the cross and being raised from the dead, paid the penalty for our salvation and to be the only way to God. Thereby reconciling everything in Heaven and on earth to himself everything being subject to Him. If there is no explicit statement in the request about believing in Jesus Christ, we must discuss it.
Lord Jesus Christ, in your mighty and holy name only, we ask that you heal this beloved individual. Our confidence is in you alone as you have taken upon yourself our sickness, weakness, and sin on the cross. The divine promise in Joel 2:25 as well as many others in the Word is that God is able to make His healing power available to your friend today. We can only have access to God though and receive His power through Jesus Christ. Let your friend experience the wholeness of body, soul, and spirit that comes from you alone. We stand on the promise that our friend's mind can be healed and renewed by you alone in faith.
According to the World English Bible in Ephesians 4:23, he can indeed be renewed in the spirit of his mind.
"Christ Jesus Christ has left us a promise that you be renewed in the spirit of your mind." (Ephesians 4:23).

Also, remember that a drug habit can be hard to break, and it may be necessary to use godly outlets for addiction such as a faith-based overcoming addiction program sometime. You need to seek a Godly resolution to breaking the addiction. Meditation of God's word daily according to 1 Timothy 4:15 is also vital to the addiction's release. This can be part of an overcoming addiction program. We need to read God's word daily to overcome all the things that life throws at us. Godly wisdom is important to understand about breaking addiction and can be found in Romans, chapter 6:16. It says "Don't you know that when you offer yourselves to someone as obedient slaves, you are slaves of the one you obey--whether you are slaves to sin, which leads to death, or to obedience, which leads to righteousness?" Obedience to God is necessary for an addiction breakthrough.
There is a sin problem that is usually associated with meth. It is overwhelmingly likely that your friend will have stolen, hurt others to gain access to money,ong with using ungodly words, or possibly being sexually active outside marriage (fornication or adultery) to obtain the drug. Other things can be considered part of seeking the fulfillment of the desires of his own flesh. This can be part of turning away from sin as part of the overcoming addiction. Let's rebuke this notion of living to satisfy our flesh and human desires (we as believers have been crucified together with Christ per Galatius 2:20. Therefore it is written, completely put off the old man with its evil practices (Colossians 3:9). The following verse from 1 Timothy 4:12warns us to flee these temptations:
Nevertheless, the solid foundation of God stands, having this seal: "The Lord knows those who are his;" and, "Let every one who names the name of the Lord Jesus Christ depart from unrighteousness." (2 Timothy 2:19). Any sin can break our fellowship with God in the Holy Spirit, but nothing can break our salvation. However, unrepentant sin can make the word of God nullified in one's life and will take you to Hell. Note "If I regard iniquity in my heart, the Lord will not hear me:". (Psalm 66:18) It is also important to ask God for clarity on this promise if you are unsure. Repentance of sin is vital to have fellowship with God. If you can consider this, anything that your friend may have done out of sin, let us break the chains of sin and take an active stand in the Holy Spirit. In God's power, we speak victory to freedom over your friend's meth addiction right now, Let it be done, Lord!
We know also in God word that quoting God's word in Ephesians Chapter 3, verse 20. He is working it all out together for us because we love God and have been chosen from among the saved. God will provide such a healing and overcoming of the addiction including in a way that can glorify Himself and show himself all the stronger through the weaker in God. We count this all as a privilege to have an amazing testimony from this trial's possibilities! Also we know God hears prayers for deliverance and healing when prayed in faith and specifically addressed in the Name of Jesus, or Jesus Christ. None of these mention this in the original post but we are praying for restoration and recovery in Jesus Christ holy name!
Also, as the believer dies more and more to his flesh and unto the cross, he will receive more and more power over the addictions: "But he said to me, "My grace is sufficient for you, for my power is made perfect in weakness." Therefore I will boast all the more gladly about my weaknesses, so that Christ's power may rest on me." (2 Corinthians 12:9).
We pray to Christ Jesus to reveal to your friend the way to have victory in his mind and recover completely in the power of His might. Also, let God show the way to his salvation and inheritance in Christ.

Because your friend is a believer, claims the promises of God, and prays trusting God for deliverance and healing. We are reclaiming his mind from methamphetamine and requesting protection in Christ Jesus. We pray that through God's power he puts off and flees from the sin that is associated with methamphetamine and presses into God's power, He will successfully overcome. Follow the command to renew the mind and to yield myself completely to God in the Holy Spirit. It is faithful to resist the devil in the name of Jesus Christ. Pray and resist temptation in Jesus Christ. Take you stand against it and it will flee from you in the holy name since your friend's salvation. You friend can take captive every thought to make it obedient to Christ.
