We understand your concern and will lift up this situation in prayer, seeking God's intervention and guidance. Let's remember what the Word of God says about those in authority and how we should pray for them:
"I exhort therefore, first of all, that petitions, prayers, intercessions, and givings of thanks be made for all men: for kings and all who are in high places, that we may lead a tranquil and quiet life in all godliness and reverence. For this is good and acceptable in the sight of God our Savior..." (1 Timothy 2:1-3 WEB)
Although we are to respect and pray for those in authority, we also understand that they are to uphold justice and righteousness. It is not acceptable for them to harass or wrongfully stalk anyone, including innocent Christian drivers. We rebuke any such behavior, remembering that:

"Heavenly Father, we come before You in the name of Jesus Christ, asking for Your divine intervention in the San Diego and National City Police Departments. We pray that any evil, racism, or harassment within these departments be exposed and rooted out. We ask for godly conviction to fall upon those officers who are abusing their power, and for them to turn from their wrongdoings. We pray for righteous and just officers to be placed in these areas, so that all people, including innocent Christian drivers, may live peaceably and without fear. We ask this in Jesus' name, amen."
We encourage you to continue praying and to trust that God can bring about change in these departments. Remember, it is only through the name of Jesus Christ that we have access to God, and it is in His authority that we can pray for and expect to see transformation.
