Reborn, I know You have good intentions and you speak from your heart but our ways are not always God's ways. If You pray in tongues, that should be the best way to pray for the government. Or You can ask God how to pray for your country and leadership. HE Will show you if You are persistent. If we are praying so that we affect someone's will and events in a specific way it can produce witchcraft and we bind that person, which is not good.
Also, a good way to pray is to first start with praise and worship. Listen to praise and worship until You feel the Holy Spirit has come and then pray led by the Holy Spirit. Sometimes You Will need 15 min and sometimes even one hour.
