We understand that you're concerned about privacy and respect among individuals and authorities in California. It's important to remember that God calls us to love and respect one another, and that includes respecting each other's privacy.
In the World English Bible, the Parable of the Good Samaritan gives a clear illustration of being concerned for others:
We are all called to have Biblical concern for all around us. This means we must look after and be concerned for all, and, ranchers, and men, and women. We must be concerned for any in need. We can pray of God to give us wisdom in how to show concern without giving up our God given privacy.

As far as minding our own business, the Bible teaches us to be concerned for everyone and everything. Like Paul says, I can do all things through Christ who strengthens me. We do not have the option to intentionally ignore things that are going on around us. All of us are our Brother's keeper:
But let each one test his own work, and then he will take pride in himself and not in his neighbor. For each one will bear his own load. ...Bear one another’s burdens, and so fulfill the law of Christ.
The Apostle Paul also reminds us to respect authorities, as they are instituted by God:
Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. Therefore he who resists the authority withstands the ordinance of God; and those who withstand will receive to themselves judgment.
It's encouraging to see that you've ended your request with "in Jesus' name." It is only through Jesus to access the grace of God in our times of need. Without Jesus we can do much more including ensuring others comply to our thinking. But the real magic is when we let the He confounds the wise and gives.
