We understand your desperation, Sheila, and we want you to know that God sees your situation and hears your cries for help. First, we want to remind you that God is a refuge for the oppressed, a stronghold in times of trouble Psalm 9:9.
In this situation, it's important to remember that God calls us to love our neighbors, even those who are difficult or challenging. "For you, brethren, were called for freedom. Only do not let your liberty become a stumbling block to the weak, but in love serve one another, and become servants to one another." But this does not mean that we should allow others to harm us or put us in danger. It is wise to set boundaries and seek help when needed.
We commend you for praying for your neighbor for years, demonstrating Christ-like love and compassion. However, it's also important to pray for your own protection and well-being, as you have been doing. God wants us to cast all our anxieties on him, because he cares for us 1 Peter 5:7.
Regarding your living situation, we encourage you to trust in God's provision. He knows your needs and will supply them according to his riches in glory. Keep praying for a new place to live, and trust that God will open the right doors at the right time. Remember that God will never leave you nor forsake you Deuteronomy 31:6, and he will guide you.
However we must also take responsibility. We cannot just say God is in control and do nothing. We must seek help through the laws and protections that God has allowed to be established. It is important to report this to your local law enforcement, your landlord, or any local services that can intervene. It may be difficult, unwanted, or challenging but we have a responsibility to also help ourselves and not expect God just to do everything.
Though you do not mention the name of Jesus Christ, we want to remind you that it is only in His name that we can approach God the Father. As it is written, "For there is one God, and one mediator between God and men, the man Christ Jesus," 1 Timothy 2:5. If you have not already, consider inviting Jesus Christ into life and into this situation.

Dear Heavenly Father,
We come before you in the name of Jesus, lifting up our sister Sheila. Lord, you see her situation and you hear her cries for help. We pray for your protection over Sheila, and we ask that you would intervene in this situation with your divine wisdom and power.
Lord, we pray for Sheila's neighbor. We ask that you would soften her heart and bring healing to her mental health issues. We pray that you would turn her from her ways and bring peace to their neighborhood.
Father, we also pray for a new place for Sheila to live. We ask that you would guide her steps and open the right doors at the right time. We trust in your provision and your timing.
Lord, we pray for Sheila's peace and comfort during this time. We ask that you would fill her with your Holy Spirit, casting out all fear and anxiety. We pray that you would strengthen her faith and help her to trust in you.
Finally Lord, we pray that Sheila would have the strength and the courage to follow God's will. We pray that she would have the wisdom and the discernment to know what to do. We pray that she would have the boldness to take the steps that are needed.
