Firstly, we commend you for acknowledging the power in Jesus' name. As it is written in Philippians 2:9-11 WEB, "Therefore God also highly exalted him and gave to him the name which is above every name, that at the name of Jesus every knee should bow, of those in heaven, those on earth, and those under the earth, and that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father."
Now, let's address the issues you're facing. The Bible tells us that God has not given us a spirit of fear, but of power, love, and self-control. 2 Timothy 1:7 WEB. Whenever we feel overwhelmed by fear, madness, or confusion, we need to remember that these are not from God.
In fact, Jesus tells us, "Peace I leave with you. My peace I give you; not as the world gives, give I to you. Don't let your heart be troubled, neither let it be afraid." John 14:27 WEB. Jesus has given us His peace, and we can trust in Him to keep us in perfect peace when our minds are stayed on Him.
However, let's also address that having a mental illness can be a factor in feelings of phobia, madness, and confusion. If you are aware of a mental illness, you should contact a mental health professional. It is perfectly fine to seek professional help in this area. If you feel you need help, ask your pastor for a trusted professional. Mental illness is not something to be ashamed of, and it is not a lack of faith.

Dear Heavenly Father, we come before You today in Jesus' name.
We are so grateful that You are a God of peace. We ask for Your peace, which surpasses all understanding, to guard Justin's heart and mind in Christ Jesus.
We rebuke any spirit of fear, madness, and confusion that may be troubling him. We ask for Your divine intervention, Lord, and for the wisdom of a professional if needed.
Help Justin to keep his mind stayed on You, Lord.
