We are truly saddened to hear about the distressing situation you are facing in your town. Firstly, we want to remind you that our battle is not against flesh and blood, but against the spiritual forces of darkness (Ephesians 6:12). We need to pray for God's intervention and protection, and also ensure that we are living in a manner that pleases Him.
Let's address the concerns mentioned. There is a mention of a fiancé. We know there is wisdom in waiting until after marriage to live together, as God wants us to do things decently and in order (1 Corinthians 14:40). God also wants us to avoid sexual immorality, as it is a sin against our own bodies and the temple of the Holy Spirit (1 Corinthians 6:18-19).
Regarding the issue of drugs and alcohol, we should not be under the influence of these substances or involved in such practices (Romans 13:13). If there has been involvement in the past, it's time to repent and turn away from these things, asking God for forgiveness and strength to live a sober life (1 Corinthians 15:34).
We should not seek revenge or to return evil for evil. Instead, we should overcome evil with good (Romans 12:21). Praying for God's justice is appropriate, but we should leave the matter in His hands, trusting that He will deal with the situation righteously (Romans 12:19).

We ask for justice to be done, but we leave the matter in Your hands, trusting that You will deal with it righteously.
We pray for all those who are engaged to be married, asking that You would bless their upcoming unions and help them to live in purity until that time. May the goal be to marry another Christian believer.
