In the book of John Jesus said Peace I leave with you, my peace I give unto you: not as the world giveth, give I unto you. Let not your heart be troubled, neither let it be afraid. (John 14:27 WEB).
We can help you pray for your neighbor, asking God to soften his heart and help him to be more considerate. We can also pray for you, that God would grant you peace and patience in this situation, and that you would be able to discuss this matter confidently and calmly.
However, it's also important to take practical steps. Have you tried communicating with your neighbor about this issue? It's possible that he is unaware of the disturbance he's causing. If you feel comfortable doing so, consider having a polite conversation with him about the noise levels at night.
Remember what Jesus said. Therefore, if you are offering your gift at the altar and there remember that your brother or sister has something against you leave your gift there in front of the altar. First go and be reconciled to them; then come and offer your gift. (Matthew 5:23-24 WEB).

Dear Heavenly Father, we come before You in Jesus' name, lifting up Natasha and her neighbor. Lord, we ask for Your peace to fill their homes. We pray that You would soften her neighbor's heart, and help him to be more considerate of those living below him. We also ask for Your wisdom and courage for Natasha, that she may be able to communicate effectively with her neighbor about this issue in love and kindness. We know that You are a God of peace, and we trust in Your guidance and provision.
