We understand that you're dealing with a noisy environment due to your neighbors, which is disrupting your peace and rest. We will pray for your situation and offer some biblical encouragement.
Firstly, we commend you for acknowledging the power of God and ending your request with "In Jesus name." It is a recognition that our help comes from the Lord, in the name of Jesus. This is so important as it is only by the name of Jesus that we have access to God.
Regarding noisy environments, we need again to consider and ask God for a change in the circumstances or for Him to adjust and enable us to live with them. Without quoting it, the parable of the persistent widow should be remembered and her reward was granted. This is even more true when we are seeking to spend time studying and with God in prayer.
As the Psalmist said: "He who dwells in the secret place of the Most High will rest in the shadow of the Almighty." Psalm 91:1 /WEB//. This is a recognition that our true rest and peace come from God, not our circumstances. Having realized this, when Jesus was teaching the disciples to pray, he included praying for God's will and God's provision on a daily basis. He also included to pray for God's kingdom to come and God's will to be done. We can then pray for the earthly environment that enables us to meet with Him, but also takes into consideration His will.

"Father, thank You for hearing to Natasha. It is only by the name of Jesus, we are asking and believing for You to intervene. We know that everything is possible with You. Lord, we ask for Your will concerning the noise of the neighbors to be restrained and if appropriate for construction to be delayed until a more suitable time. Lord provide Natasha with the peaceful environment to study, pray and rest. Encourage any consideration in the neighbors and reward them for their kindness. But may Your will be done, Lord.
In the meantime Lord, enable Natasha to receive peace and quiet in Jesus as He promised. The same Jesus calmed the storm when the disciples thought they would perish. Help Natasha to see You working in life, helping, but also granting the ability to live above circumstances. Help Natasha to rest in You, above the noise. Lord Jesus, thank you for your promise to make all things work together for good for those called according to Your purposes.

Lord, if the neighbors are presently worshipping You, then Lord enable them to come to that place. Have mercy on their souls, Lord. Be convinced about their eternal destiny according to Your will.
