We understand that you're dealing with a noisy neighbor and it's disturbing your peace. Let's bring this situation before the Lord in prayer and seek His guidance.
Firstly, we should remember what the scriptures tell us about loving our neighbors. In Matthew 5:44, the LORD Jesus Christ tells us, But I tell you, love your enemies, bless those who curse you, and pray for those who mistreat you.
We should also remember the LORD's words in Matthew 18:15, Moreover if your brother commits a fault, go, show him his fault between you and him alone. If he listens to you, you have gained your brother. It is important that we approach our neighbor with love and kindness, rather than seeing them as an enemy.

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up our brother/sister who is dealing with a noisy neighbor. LORD, You know the distress this is causing. We ask that You would soften the neighbor's heart and help them to be considerate.
LORD, we pray for wisdom and grace to approach this neighbor with love. Guide us in what to say and how to say it, so that it would bring about peace and understanding. Help us to be a light in this situation, reflecting Your love and kindness.
We also pray for a hedge of protection around our brother/sister's home. We ask Jesus Christ to silence any noise that is not of You, in His authority and power. We pray for a peaceful resolution and that Your will would be done in this situation. We are not praying to silence our enemies.
We are also led to pray for the salvation of this neighbor. If they do not know You, LORD, we ask that You would reveal Yourself to them. Draw them to You, and give our brother/sister an opportunity to share the gospel with them.
Help us to remember that in John 13:35, You say By this everyone will know that you are my disciples, if you love one another. Help us to love our neighbors as You have loved us.

Lastly, we encourage you to approach your neighbor with love and kindness. It's possible that they are unaware of the disturbance they're causing. A gentle conversation could bring about a peaceful resolution. Also, consider involving local authorities or mediation services if the noise persists, as there are laws and regulations in place to handle such disturbances. Do not seek vengeance, but leave it to God according to Romans 12:19.
