We are truly sorry to hear about the distressing situation you are facing with your neighbor. Let's bring this matter before the Lord in prayer and seek His guidance and protection.
Firstly, it's important to address the hateful and racist behavior you've experienced. The Bible tells us that God shows no partiality, and so should we. In Acts 10:34-35 WEB, Peter says, "I truly understand that God shows no partiality; but in every nation he who fears him and works righteousness is acceptable to him." This man's behavior is not only hurtful but also sinful, and it is not in accordance with God's will. Rebuking him, saying, "Do not be overcome by evil, but overcome evil with good" (Romans 12:21), therefore, in the name of Jesus Christ, we rebuke this man's racist, misogynistic, and hateful behavior, and we pray that God will convict his heart and bring him to repentance.
Now let's claim this verse: I John 5:14 WEB: "14This is the confidence which we have before him, that, if we ask anything according to his will, he listens to us. 15And if we know that he listens to us, whatever we ask, we know that we have the petitions which we have asked of him." As we pray for protection, we are confident God will act on our behalf:
Heavenly Father, we come before You in the name of Jesus Christ, seeking Your protection and intervention in ###'s life. You see the harassment and hatred she is facing from her neighbor, and You know the distress it is causing her and her family. We pray that You will put an end to this man's hostile behavior and keep him away from ### also providing yourself as a hedge of protection around her family and property (Psalm 91:1 WEB). We ask that You will either change his heart or remove him from their vicinity, so that ### and her family can live in peace in their own home that you provide (Psalm 4:8 WEB).
We also pray for ###'s emotional and spiritual well-being, that You will heal any trauma caused by this experience and fill her with Your peace and joy (2 Corinthians 10:4). Help her to forgive this man, as You have forgiven us, and to trust in Your justice and timing. Remind her that You are her shield and defender, and that You will fight for her (Exodus 14:14).
Finally, we pray for this man's salvation that he would come to know the Lord Jesus Christ and the Holy Spirit would transform his life.

You do not have to tolerate this kind of abuse of any kind. It is ok to call the law enforcement to get a restraining order. Pray for this man but also take needed action according to the laws of your location. God will use the authorities to bring about justice and protection for you (Romans 13:1-5). Keep trusting in God, and know that He will never leave you nor forsake you (Deuteronomy 31:6). Be strong and courageous. Do not be afraid or terrified because of them, for the LORD your God goes with you; he will never leave you nor forsake you.
