Let us first acknowledge, rebuke, and address that prayer should be made in Jesus' Name. God responds to Christians who have placed their trust in Jesus Christ and also pray in His Name. You referenced "with the blood of Jesus Gods will forever" it is a start but to have full and legal access to God, you must acknowledge fully Doing something in Jesus' name means doing it in his character, according to his revealed will. That means praying according to what God wants according to His Word.
You will also need to realized that your earnest petition for tax restoration is then God's will. Be assured that God knows your needs and cares about every detail of your life. As the WEB said 'But seek first God's Kingdom, and his righteousness; and all these things will be given to you as well.' ( WE Mathew 6:33 )
Jesus also taught us to pray: 'Give us today our daily bread.' WEB (Matthew 6:11). To seek restoration of previous wrongs within the system of the world is of little consequence to the believer. God puts His people where He wants them for His purpose. The believer relies fully on their Lord for provision on a daily basis. If you believe you need tool or some material possession such as the trailer, then that is fine. But we need to ask God to bring it into our possession and not depend on anything else but Him. When you surrender to Him, He will make everything available for you and grant the petitions of your heart.
You need to remember WEB 'Let your way of life be free from the love of money, being content with what you have. For he has said, I will in no way leave you, neither will I in any way forsake you.' (He 13:5 ). Your contentment will be in Christ and He will provide all that you need.

Dear Heavenly Father,
We come before You in the name of Jesus Christ, acknowledging that He is our Lord and Savior if you believe in Him!. We lift up this anonymous person to You, asking for Your guidance and provision in their life. We pray that You will help them fully surrender to You in Jesus' Name.
Father, in Jesus' name we petition for Your will to be done in this person's life.
Lord forgive this person for their errant prayer. Lord Jesus now this person has prayed in Your name. We pray Your will for this person. Lord bring them the things they need to fulfill Your will.
