In this case it would be the restraint of God as the father of the child was speeding. This means he was resisting the ordinance of God for safe conduct. Therefore, the police were acting on behalf of God for restraining the speeding and the tickets that were issued as well as the suspended license. In addition,

Heavenly Father, we come before you in the name of Jesus Christ, lifting up the father of this child to you. Lord, we ask that you convict his heart and bring knowledge of lawfulness and submission to authority to his life. We pray that you soften the hearts of the judges and law enforcement, that they may see a change in his heart and have mercy on him. We pray that he will not take the risk to see his son when he is not legally allowed to do so. Instead we pray for him that he will do good and put to silence the ignorance of foolish men. We pray that he will honor the authorities that you have put in place.
Lord, we also pray for the situation and that only your will will be done. We pray that the father of the child will be a bondservant of God. We pray for the child that he will be a bondservant of God. We pray that he will honor the father of the child and the mother of the child as they walk in the ways of the Lord. We also pray that the father of the child will be a Godly husband to the mother of the child and that they will be married as the Bible commands.
