Firstly, we are reminded of God's faithfulness in Psalm 68:10 WEB, "Your congregation has lived therein. You prepare in your goodness for the poor. God, you prepare of your goodness for the poor." God has a heart for those in need, and He is faithful to provide.
However, we must also align our desires with God's will and trust in His timing. Proverbs 16:9 WEB tells us, "A man's heart plans his course, but Yahweh directs his steps." While you have a specific time frame and location in mind, we must trust that God's plans and timing are perfect.
Let us pray:

We ask that You guide them in their search, that You place the right realtors, agents, and landlords in their path. Lord, if it is Your will, soften the hearts of these individuals to accept and approve the CityFHEPS voucher program.
But Lord, above all, we ask for Your will to be done. We trust that You know their needs better than anyone else. We ask for Your peace and patience to fill their hearts as they wait on You. In Jesus' name, we pray. Amen."
