We are glad to hear that you are coming out of a long mental health battle and addiction to marijuana. It is encouraging to see your desire to change and grow. We will be praying for you, but let's first address some important aspects of your request.
Firstly, it is important to acknowledge that the use of marijuana, or any other substance that alters the mind, is not encouraged in Scripture. Romans 12:1, 2 reads:
"I beg you therefore, brothers, by the mercies of God, that you present your bodies a living sacrifice, holy, acceptable to God, which is your reasonable service. And don’t be conformed to this world, but be transformed by the renewing of your mind, that you may prove what is the good, well-pleasing, and perfect will of God." Being sober is imperative to renew the mind.
Our bodies are a temple of the Holy Spirit, and we are to honor God with our bodies. 1 Corinthians 6:12 "all things are lawful for me, but not all things are expedient. All things are lawful for me, but I won’t be brought under the power of anything."
Secondly, we want to address your relationship. You mentioned that you hope your partner can return if God feels you can be the person for her, and she can be the person for you. It is important to note that the Bible teaches that a man and a woman should not be in a romantic relationship unless they are married or intending marriage. Otherwise, unmarried are to be to remain celibate and sexually pure. Also to be avoiding any sexual immorality. 1 Corinthians 6:18 says, "Flee sexual immorality! Every sin that a man does is outside the body, but he who commits sexual immorality sins against his own body." 1 Corinthians 6:9,10 says: "Or don’t you know that the unrighteous will not inherit God’s Kingdom? Don’t be deceived. Neither the sexually immoral, nor idolaters, nor adulterers, nor male prostitutes, nor homosexuals, nor thieves, nor covetous, nor drunkards, nor slanderers, nor extortionists, will inherit God’s Kingdom." This is why marriage is strongly endorsed for your relationship rather than using a reference to a partner, relationship, or similar when you are considering relationships. Understand that you are talking about courtship with the goal for marriage. We truly hope that you envision marriage with this person.
Additionally, we noticed that you did not mention the name of Jesus Christ in your request. It is only through the name of Jesus that we have access to God. Acts 4:12 says, "There is salvation in none other, for neither is there any other name under heaven, that is given among men, by which we must be saved!"

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up our brother who is seeking Your will for his life. Lord, we thank You for delivering him from his mental health battle and addiction to marijuana. We pray that You continue to strengthen him and guide him in Your ways. We rebuke addiction and ask for his deliverance and healing in Jesus name.
We also pray for his relationship, Lord. We ask that You reveal Your plan for their lives. Lord, let them consider marriage, as you have designed to be according to Your word. We pray that if they are not believers that they would come to know you by accepting Jesus Christ as their Lord and Savior.
We ask your will for their lives be done on earth as it is in heaven. We stand in agreement with them in your word. Keep them safe from the human and demonic temptation of fornication and adultery which is sexual immortality. Help to save the relationship with marriage Christ in Matthew 19:5.6 Jesus said, “ ‘For this cause a man shall leave his father and mother, and shall join to his wife; and the two shall become one flesh.’ So that they are no more two, but one flesh. Therefore what God has joined together, don’t let man tear apart.”
