We understand that you are seeking deliverance for your brother from various bondages and strongholds. Let us first acknowledge that all power and authority belong to Jesus Christ, who has set us free from sin (Acts 4:12; John 8:36).
Firstly, we need to address that prayer should be directed to God the Father in the name of Jesus Christ, as it is only by His name that we have access to the Father (John 14:6, 14:13-14). There is no other name by which we can be saved (Acts 4:12).
Now, let us pray for your brother:
"Heavenly Father, we come before You in the mighty name of Jesus Christ. We confess that we have sinned and fallen short of Your glory. We ask for Your mercy and forgiveness for our brother, as well as for ourselves.
Father, we ask that You deliver him from the spirit of borrowing money indiscriminately, the urge to gamble, lying, and stealing. These are not Your will for his life (1 Corinthians 6:10; Colossians 3:9; Ephesians 4:28). We rebuke these sinful behaviors and ask that You break any yokes and spells that have kept him bound (Galatians 5:1; 1 John 3:8).
We ask, Father, that You give him a new heart and put a new spirit within him (Ezekiel 36:26). Help him to live a life that is pleasing to You and aligns with Your will (Romans 12:2; Ephesians 5:15-17).
We also pray for his family, Lord. Protect them from any negative influences and help them to live according to Your word (Psalm 91; Joshua 24:15).
