Now, regarding the issues with your brother, we need to remember that God calls us to live in peace with others as much as it depends on us. Romans 12:18 WEB says: "If it is possible, as much as it is up to you, be at peace with all men." However, this does not mean we should allow others to take advantage of us or our family.
Manipulation and deceit are not fruits of the Spirit, but rather works of the flesh. Galatians 5:19-21 WEB lists them among other sins: "Now the works of the flesh are obvious, which are: adultery, sexual immorality, uncleanness, lustfulness, idolatry, sorcery, hatred, strife, jealousies, outbursts of anger, rivalries, divisions, heresies, envyings, murders, drunkenness, orgies, and things like these; of which I forewarn you, even as I also forewarned you, that those who practice such things will not inherit the Kingdom of God."
Moreover, the secretive taking of money is a form of theft, which is clearly against God's commandments. Ephesians 4:28 WEB says: "Let him who stole steal no more; but rather let him labor, working with his hands the thing that is good, that he may have something to give to him who has need."

Lastly, remember that God calls us to love even our enemies and those who wrong us. This doesn't mean enabling their sin, but rather, showing them kindness and praying for them. As it's written in Matthew 5:44 WEB: "But I tell you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who mistreat you and persecute you,".
