He has just found out that due to a new water leak, his water bill is to be increased and he is in need of additional work and earning income to make up for this water loss and unexpected expenses. When this happened to me one time, I sent the water company a bill from the plumber showing it was a leak that I didn't know about and the deducted the increase from my bill, it is worth a try for you to do this.
