We are truly sorry to hear about the difficulties you are facing at school. Let's bring this situation before the Lord in prayer and seek His guidance.
Firstly, we want to encourage you with the words of Jesus in Matthew 5:10-12, Blessed are those who have been persecuted for righteousness' sake, for theirs is the Kingdom of Heaven. Blessed are you when people reproach you, persecute you, and say all kinds of evil against you falsely, for my sake. Rejoice, and be exceedingly glad, for great is your reward in heaven.
We pray for your guidance from God, that He would make clear to you if you need to file a complaint about harassment by the parent and staff. May God give you the wisdom and understanding to know how to handle this situation. Please rest in knowing that He is your defender and will fight for you. We would also advise you to follow the guidelines set out in Matthew 18:15-17, If your brother sins against you, go, show him his fault between you and him alone. If he listens to you, you have gained back your brother. But if he will not listen, take one or two more with you, that at the mouth of two or three witnesses every word may be established. If he refuses to listen to them, tell it to the assembly. If he refuses to hear the assembly also, let him be to you as a Gentile or a tax collector.
While these verses apply to disputes between Christians, the principle of seeking resolution directly and privately before involving others can be applied here. Approach the individuals involved privately and calmly discuss the issue. If this does not resolve the matter, then consider involving others, such as higher authorities at the school.
If the harassment continues, it may be necessary to file a complaint. We advise you to document every instance of harassment and keep a record of all communications. Proverbs 18:17 says, The first to state his case seems right, until another comes and cross-examines.
We also want to remind you that God has promised to be with us in trials and persecution. As it says in Psalm 34:15, The eyes of Yahweh are on the righteous. His ears listen to their cry.

Dear Heavenly Father,
We come before You today in the name of Jesus, lifting up our sister who is facing harassment and accusations at her school. Lord, You know the truth of the situation, and You are the God of justice. We ask that You guide her steps and make it clear to her if she needs to file a complaint. Give her the strength and courage to face this trial, and the wisdom to handle it in a way that honors You. Protect her from further harassment and let Your peace reign in her heart.
