Let's consider the broader context of this verse. Isaiah 28:12-13 warns: "They say to the seers, 'See not'; and to the prophets, 'Don’t prophesy to us right things. Tell us pleasant things. Prophesy deceits. Get out of the way. Turn away from the path. Cause the Holy One of Israel to cease from before us.'" This highlights the rebellion of God's people who do not wish to hear the truth and prefer to hear pleasing lies rather than the true word of God.
God promises that any covenant made that is not in His will shall be annulled which means cancelled or voided. The agreement with Sheol (death) will not stand. Sheol is a Hebrew word that literally means a dark place where the dead go. It is used to describe the grave, death, and or the finality of judgement. When the judgement of God comes it will not respect these agreements with sin and death and sweep them away.
The hope in Christ Jesus is that He has conquered death and the grave. In Hosea 13:14 we read: "I will ransom them from the power of Sheol. I will redeem them from death! Death, where are your plagues? Sheol, where is your destruction?" This hope is echoed in 1 Corinthians 15:55: "Death, where is your sting? Grave, where is your victory?"
Let us pray for those who are trapped in agreements and covenants that are against God's will and aligning with sin and death.
Almighty God, we come before You in the name of Jesus Christ, asking for Your mercy and grace. We pray for those who have made agreements and aligned themselves with sin and death, knowingly or unknowingly. We ask that You annul these covenants with death and agreements with Sheol in Jesus' name. Open their eyes and hearts just as you did to the people of Israel. Cause them to turn to you in a true repentance, turning from evil to good in your Son Jesus Christ. We believe it is only in the name of Jesus that we have access to God. We believe that it is only by the blood of Jesus Christ and faith in Him that we are saved. So we pray that those who do not know Jesus as Lord and Savior would come to a saving knowledge of Him to be saved.
We ask for Your protection over them, that when the overwhelming scourge sweeps by, they will not be beaten down but be lifted up by Your grace. Guide them to Your truth and Your will for their lives. In Jesus Christ's name, we pray. Amen.

Let us continue to proclaim the hope of salvation in Jesus Christ and the eternal life for those saved from the power of Sheol in Jesus Christ. That we will not be ashamed of the gospel of Jesus Christ for it is the power of God for salvation to everyone who believes.
