We must also remember that God's word does not specifically list immigration laws but does encourage believers to be law-abiding citizens. Let's examine Romans 13:1-2 WEB, "Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. Therefore he who resists the authority withstands the ordinance of God; and they that withstand will receive to themselves judgment."
However, we also know that God is merciful and forgiving. Since your brother has changed his ways and is now living a transformed life, we can trust in the promise of 1 John 1:9 WEB, "If we confess our sins, he is faithful and righteous to forgive us the sins, and to cleanse us from all unrighteousness."

Heavenly Father, we come before You today in Jesus Christ to lift up Struasor brother and all those who are facing immigration challenges. We know that the Lord rules and reigns and is in control of all things. We ask for mercy and divine intervention in your brother's situation. We declare that your brother has been transformed and is a new creation in Christ. We pray for favor with the authorities and for a just and fair outcome. We ask that You guide and protect him and all his family members from fear, stress, and anxiety.
If will is in Your will for our brother to remain in the United States, we pray, Father, for Your divine intervention, and that You will make a way for him to remain and that those in authority will understand the changes that have taken place in his life since the infraction 18 years ago. It is only by the name of Jesus that our prayers are heard. But we know that the Lord has access to the hearts of all men. Asking this in Jesus' name as it is only by this name that we have access to You, God, Acts 4:12. And it is by the shed blood of Jesus Christ that we can repent and be forgiven.
In Jesus' name, we ask for Your guidance and direction for everyone affected by these new laws. We also pray for the leaders of our nations, that You would guide them in making wise and just decisions.
We also pray for those who are in authority that they will know Your will and Your ways and that they will give justice to all who are affected by the new laws and that Your will be done on earth as it is being done in heaven. We also pray for the salvation of each one who is in authority.
If our brother is required to return to his home country, we pray that the Lord will make it a blessing and that You will provide a way for a permanent return to the United States, if that is Your will. We are trusting You to lead, guide, and direct him in this situation.
We give You praise and honor, Father, for all that You are doing and are about to do. We ask this in the precious name of Jesus and for His sake. Amen.
