I request the travel agency (located at ###)

I request the travel agency (located at ###) to use my prepaid return postal envelope mailing back passports to me, but they ransom for $###. I feel unreasonable so offer $### to cover their time of service. They rejected the offer and stood to charge $### firmly. I don't know what and how I can do to get my passports back. Can you pray to God for sending them message for mailing me back the passports without ransoming money?
