Revelation 21:8King James Version (KJV)
8 But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death.
Notice that the unbelieving ate lumped in with all these other characteristics. I would say that unbelievers in Jesus have these characteristics.

There will be no judgment on particular "sins" but of only one sin, the sin of unbelief in Jesus.

8 And when He has come, He will convict the world of sin, and of righteousness, and of judgment: 9 of sin, because they do not believe in Me;
Because of Jesus, sin is no longer an issue between God and mankind. Jesus fulfilled the Law, and God no longer imputes sin to any of mankind. Where there is no Law, sin is not imputed. The only time sin was imputed was during the time of the Law, from Moses to Jesus. Now, all of mankind are "in Jesus". All of mankind is redeemed, but not all of mankind is saved.
Fear can be a healthy response to danger. Animals can be fearful, and it helps them to avoid being caught by a predator. Humans can be fearful, and it help them to not do stupid things that will result in injury or death. But humans are the only ones in the world who fabricate, in their minds, things to be fearful of, like the future. Ninety percent or more of the things we fabricate in our minds to be fearful of do not occur the way we imagine. When jumping out of a plane and your parachute does not open, and you become fearful, it is not sin, but the fear maybe should have come before jumping out of a plane. People do crazy things, like I just heard of people jumping out of planes without a parachute and landing in a net on the ground. I don't think that glorifies the Lord in their life.
Believers can be fearful and still be not end up in hell because of fear. But our growth in spiritual things can be hindered very much by being fearful. Jesus said to not be afraid, and let not our hearts be troubled. so being fearful and letting out hearts be troubled is sin. But sin has already been judged and forgiveness for the sin has already been accomplished, by Jesus. Being fearful of the future is is a characteristic of not having our minds renewed to the Word of God. It is a habit and needs to be unlearned. Jesus could not tell us to do something if we were unable to do it. We can have the fruits of the Spirit manifest in us if we decide to walk in them.
Regarding hurricane Irma, if the Lord wants a person to stay put, then the person stays put, and should not fear the outcome of staying put. Well there be a bit of fear? I am sure there would be. But to stay put because of being fearful "losing your stuff" is a definite lack of faith and shows a love and attachment to worldly things. I cannot accomplish the Lord's Will for my life if I am dead, crippled, or maimed. He wants us well, healed, and whole, in order to build His kingdom on this earth.
