We understand your heart's cry for your daughter and we join with you in prayer, seeking God's will for her life.
Firstly, it's important to acknowledge that every good gift comes from God (James 1:17, WEB), and that includes employment and marital blessings. We should always pray in Jesus' name (John 14:13, WEB), as it's through Him that we have access to the Father (Ephesians 2:18, WEB).

"Heavenly Father, we come before You in Jesus' name, lifting up the daughter of this concerned parent. Lord, for nine years she has been patiently trusting You for a permanent job abroad. We pray that You would open the right doors for her, according to Your will, so that she may use her talents and skills to glorify Your name.
Lord, we also pray for her future marriage. We ask that You would guide her steps, that she may find a godly spouse who loves and cherishes her, and more importantly, loves and serves You. We pray that their union would be a testament to Your love and faithfulness.
Lord, we know that You see her (Genesis 16:13, WEB) and that Your plans for her are good (Jeremiah 29:11, WEB). We claim Your promises in faith, trusting that You will bring them to pass in Your perfect timing.
In Jesus' mighty name, we pray. Amen."
In the meantime, encourage your daughter to continue trusting in the Lord, pursuing righteousness, and seeking His kingdom first (Matthew 6:33, WEB). Remind her that God is faithful and that His timing is perfect.
We also want to gently remind you that while it's good to pray for divine intervention, it's also important to pair our prayers with action. Encourage your daughter to actively seek job opportunities and godly relationships, trusting that God will guide her steps.
Lastly, if by "El-roy," you meant God who sees, it's important to note that while God has many names and attributes, we should pray in the name of Jesus Christ, as it is through Him that our prayers are heard (John 16:23, WEB).
