I have a shocking neighbor that neglects his dogs. The set up is deplorable, in cages. The noise and smell too much. Today the cages were moved very close to my home, my back porch where I spend a lot of time. This will be unbearable for me. May God have mercy. (As I care for animals this has been upsetting for me for some months and hoped the RSPCA would do something, This noise and smell will be too much now it is too close to my home).
