Let us first assure you, Ruemus, that we are here with you in spirit, lifting up this distressing situation to our Lord and Savior Jesus Christ. It is only through His name that we have access to God, as it is written, "In no other is there salvation, for neither is there any other name under heaven, that is given among men, by which we must be saved!" (Acts 4:12 WEB).
We understand the turmoil that this neighbor is causing, and we want to remind you that our battle is not against flesh and blood, but against the spiritual forces of evil (Ephesians 6:12 WEB). It is important to pray for this neighbor, that she may be delivered from the evil that seems to possess her, rather than merely praying for her removal. As Jesus said, "But I tell you, love your enemies, bless those who curse you, and pray for those who mistreat you" (Matthew 5:44 WEB).

"Father in heaven, we come before You in the precious name of Jesus, seeking Your intervention in this troubling situation. We pray for this neighbor, that You may deliver her from the evil that seems to have a hold on her life. We ask that You fill her with Your Holy Spirit, convicting her of sin and leading her to repentance and salvation.
Lord, we also ask for Your protection over the neighborhood. Grant them peace and rest, and deliver them from the fear of this neighbor's threats and actions. We pray that the landlord may have wisdom and discernment, taking actions that are in accordance with Your will and the law.
In the meantime, Lord, fill the hearts of the neighbors with love, patience, and understanding. Help them to be a light in this darkness, reflecting Your love and kindness even in the face of adversity.
