We understand your frustration and we are here to stand with you in prayer. The Bible encourages us to bring our burdens to the Lord, as it says in 1 Peter 5:7, "Casting all your worries on him, because he cares for you."
Firstly, we commend you for asking in the name of Jesus Christ, as it is through His name that we have access to the Father (John 14:13-14).
In this situation, it's important to remember that God is sovereign over all, including those in authority. Let's pray for God's will to be done and for Him to intervene in this situation. We pray that the super of your apartment complex would start to act with integrity and diligence, as Proverbs 12:24 tells us, "The hand of the diligent will rule, but the slothful will be put to forced labor."
If it is God's will, we pray that a new super, who is trustworthy and responsible, would be assigned to your complex. We also lift up the management, praying that they would become more accessible and responsive to your needs. As it says in Romans 13:4, "For he is a servant of God to you for good. But if you do that which is evil, be afraid, for he doesn't bear the sword in vain; for he is a servant of God, an avenger for wrath to him who does evil."
We encourage you to continue in patient endurance, as Romans 5:3-4 says, "We also rejoice in our sufferings, because we know that suffering produces perseverance; perseverance, character; and character, hope." Remember, God sees your exhaustion and He cares for you.

*Dear Heavenly Father, we come before You in the name of Jesus Christ, lifting up this difficult situation. We ask for Your divine intervention, Lord. We pray that You would soften the heart of the super, making him more trustworthy and diligent. If it is Your will, Lord, we ask that You would assign a new super to this complex. We also pray for the management, asking that You would make them more accessible and responsive. Please grant our brother/sister the strength and patience to endure this trial, knowing that You are always in control. In Jesus' name, we pray. Amen.*
Lastly, we encourage you to keep knocking on God's door, as it says in James 5:16, "The effective, earnest prayer of a righteous person accomplishes much."
