We are glad to hear that you feel hopeful about the future, but we understand that self-doubt and uncertainty can be challenging. Remember, the Bible tells us, Do not be anxious about anything, but in every situation, by prayer and petition, with thanksgiving, present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus, Philippians 4:6-7 WEB.
First, let's address the anxiety and self-doubt. It's important to remember that God has a plan and purpose for each of us, as told in Jeremiah 29:11, I know the thoughts that I think toward you, says the LORD, thoughts of peace, and not of evil, to give you hope and a future.
We must trust in Him and not lean on our own understanding, Proverbs 3:5-6 tells us, Trust in the LORD with all your heart, and do not lean on your own understanding. In all your ways acknowledge him, and he will make straight your paths.
Regarding the issue with your local council, we encourage you to pray for wisdom and guidance. God can certainly intervene and help you navigate this situation. For, Let us therefore come boldly to the throne of grace, that we may obtain mercy, and find grace to help in time of need, Hebrews 4:16 WEB.

Dear Heavenly Father,
We come before You, Lord, lifting up this dear one who is seeking Your will and guidance. We pray that You grant them a spirit of wisdom and revelation as they navigate their future and the challenges they face with their local council. Help them to trust in Your plan and not be overwhelmed by self-doubt or anxiety. Give them the confidence that comes from knowing that You are always with them, guiding their steps.
We also pray, Father, that they may know You more deeply and that through this journey, they can experience Your peace and comfort in Jesus' mighty name. Finally Father, if they have not taken Jesus Christ as their Lord and Savior, we pray that they will do so now. That if they confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved, Romans 10:9 WEB.
