We understand your concern for your brother, Onwe Maxwell, and we join you in prayer, crying out to God for his release from the German police.
Firstly, we commend you for acknowledging the power in the name of Jesus, as it is written in Acts 4:12 WEB, "There is salvation in none other, for neither is there any other name under heaven, that is given among men, by which we must be saved." It is indeed through Jesus Christ that we have hope and access to God.
In times of trouble, we can trust that God sees and knows our circumstances. As you've mentioned, El Roi, the God who sees, is aware of Onwe's situation. We find comfort in Psalm 34:17-18 WEB, "The righteous cry, and Yahweh hears, and delivers them out of all their troubles. Yahweh is near to those who have a broken heart, and saves those who have a crushed spirit."
However, we must also remember the words of 1 Peter 2:13-14 WEB, "Therefore subject yourselves to every ordinance of man for the Lord's sake: whether to the king, as supreme; or to governors, as sent by him for vengeance on evildoers and for praise to those who do well." While we pray for Onwe's release, we also pray that he has been conducting his affairs in accordance with the laws of the land. If there has been any wrongdoing, we pray for repentance and a changed heart.

Dear Heavenly Father,
We come before You in Jesus' name, lifting up our brother Onwe Maxwell. Lord, You are El Roi, the God who sees, and we know that You are aware of his situation. We ask for Your mercy and grace, that You would intervene and bring about his swift release from the German police. We also pray for his family, that You would comfort them and fill them with Your peace during this time.
Lord, we ask that You would guide Onwe in all truth and righteousness. If there has been any wrongdoing, we pray for conviction, repentance, and a changed heart. Help him to walk in Your ways and live a life pleasing to You.
We trust in Your goodness and Your power to bring about change. We ask all these things in Jesus' mighty name. Amen.
