Fear breeds hate so it should be a forgone conclusion that there can't be true love in fear, as Apostle John clearly understood.
Fear has several meaning but for today, it's suffice to say that I'm not referring to reverence or a survival reaction against imminent danger. Both can be beneficial.
No today I'm referring to a potentially hazardous type of fear. The fear that Apostle John is referring to is something deeply rooted in our minds. There is no clear and present danger, just a misplace set of notions plaguing and guiding our minds. Left uncheck, this mental concoction morphs into hatred.
Speaking evil of someone is a dangerous step closer to hate which should be avoided from the onset. A simple solution would be to just stop talking evil about someone! But it is not that simple. However it is fair to note that we can oppose someone's action and gently rebuke them. And that's the key, gently rebuke.
Apostle Paul gives us instructions in the first verse;
1. Speak evil of no one;
2. Avoid quarreling;
3. Be gentle,
4. Show perfect courtesy
We must show perfect courtesy. We must show Love (no forms of hatred or disrepect) towards one another. There must be peace or we risk living in ruins.
Have faith in God's Love.
1 Corinthians 16:14
Let all that you do be done in love.
