We are truly saddened to hear about the situation your family is facing, but we are encouraged by your faith and your desire to provide a safe and loving home for your grandchildren. We will stand with you in prayer, seeking God's will and intervention in this difficult circumstance. Let us hold this family in prayer together.
Firstly, we acknowledge that it is only in the name of Jesus that we can come boldly before the throne of God and ask anything. Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me. John 14:6 WEB
In all circumstances, God desires that we put our trust in Him. He promises to be our refuge and strength, a very present help in trouble. Therefore we will not fear, though the earth be removed, and though the mountains be carried into the midst of the sea; Though the waters of it roar and be troubled, though the mountains shake with the swelling of it. Psalm 46:1-3 WEB therefore we can trust that He will provide for you and your family in this time of need.
In times of trouble, we can also take comfort in God will never leave us nor forsake us. As it says, Be strong and courageous. Do not be afraid or terrified because of them, for the LORD your God goes with you; he will never leave you nor forsake you." Deuteronomy 31:6 WEB
We commend you for stepping in to provide a safe and loving home for your grandchildren. It is clear that you are acting in their best interest, and we trust that God will honor your selfless love for them. As it tells us in Proverbs 22:6 WEB, Train up a child in the way he should go, And when he is old he will not depart from it. Therefore by providing a godly example of a Christian family and caring for them, we can trust that they will continue to follow God.
However, we also must address the situation with your daughter and the children's father. We should all pray that they may be set free from the bondage of drugs, repent of their sins, and turn to Jesus for salvation. As it says in Romans 6:23 WEB, For the wages of sin is death, but the free gift of God is eternal life in Christ Jesus our Lord. The only way for them to be saved is through faith in Jesus Christ.
While you have not mentioned your other daughter's marital status, we want to remind you that God's design for family is a lifelong commitment between a man and a woman in marriage. If your daughter and the children's father are not married, we pray that they would repent of their sin and turn to God. If they are married, we pray that God would restore their marriage and make it a testimony of His redeeming power. We need to remember to pray for their marriage and reconciliation of their family. As it says in Malachi 2:16 WEB, For I hate divorce, saith Jehovah, the God of Israel, and him that covereth his garment with violence, saith Jehovah of hosts: therefore take heed to your spirit, that ye deal not treacherously.

Dear Heavenly Father,
We come before You today, lifting up this family to Your throne of grace. We thank You for the heart of this grandmother, who desires to provide a safe and loving home for her grandchildren. We ask, Lord, that You would grant her the desires of her heart and allow the children to stay with her and her daughter until their parents are free from the bondage of drugs.
Lord, we also lift up the children's parents to You. We ask that You would set them free from their addiction, that they would repent of their sins and turn to Jesus for salvation. We pray that You would restore their marriage and make it a testimony of Your redeeming power.
We ask all of these things in the powerful name of Jesus Christ, our Lord and Savior. Amen.
