We should, therefore, put on the whole armor of God and pray for strength against these forces of evil. God hasn't given the spirit of fear, but of power, love and self-control. 2 Timothy 1:7. Especially, because you are elderly and disabled, God wants to be your strength and shield. Psalm 28:7 You are precious in His eyes, and He will never leave you to tackle these issues alone.
Regarding the utility companies, we should pray for God's intervention and also take practical steps to communicate effectively with them. Concerning the noise and disruption, we pray that God will surround your home with His peace and quiet your environment. We also encourage you to take action by discussing this issue with those responsible, or even seeking help from local authorities if the noise is indeed a disturbance of peace.

Dear Heavenly Father,
We come before You in the name of Jesus Christ, lifting up this elderly and disabled individual who is facing harassment and chaos. We pray against the devil's schemes and ask for Your divine intervention. Help them communicate effectively with the utility companies and guide them to the right authorities who can assist them further.
Father, we ask for Your peace to surround their home and quiet the noise and disruption causing their lack of rest. Help them to sleep well and find the rest they need. We pray that You will be their strength and shield, guiding them through this challenging time. We pray against fornication, adultery, and homosexuality in their neighborhood if these are the reasons for the noise, chaos, and disruption.
We also pray for their salvation if they have not yet accepted Jesus Christ as their Lord and Savior. We ask for the Holy Spirit's guidance to the truth. Remind them that it is only by the name of Jesus that we can be saved. Acts 4:12 WEB. Help them to believe in His name and be reconciled to God through faith in Jesus Christ.
